The TORFL (Test of Russian as a foreign language) is a standardized exam which is administered by the Russian Ministry of Education and Science.
The TORFL test was made mandatory for admission to Russian universities. The lowest level required is TORFL-1, while for the Bachelor or Master degree one needs to have at least the TORFL level.
